Israel takes steps toward new settlement in volatile city
She said many Israelis have no contact with Palestinians, making it easier to “dehumanize the other side”.

Scuffles erupted when several Palestinian youths hurled stones at Israeli troopers, who fired rubber-coated steel bullets, tear gas canisters and stun grenades to disperse the crowd.
The “Carlo”, as the popular automatic weapon is known, has been used in the majority of the shooting attacks on Israeli civilians and security personnel since the beginning October, when the “lone wolf intifada” is said to have begun. The city is holy to both Jews and Muslims.
After the late-night airstrikes, the Islamist Hamas rulers of the Gaza Strip blamed Israel for escalating tensions in the Palestinian enclave.
There is little trust between Palestinians and Israelis.
Since the beginning of 2016, Israeli security forces have operated against weapons manufacturers and smugglers throughout the West Bank.
The conversation comes two days after Egyptian President Abdel-Fattah al-Sissi said the Russian president was willing to host Netanyahu and Palestinian President Mahmoud Abbas for direct talks in Moscow.
“On the contrary, we will continue to (defend) the Palestinian cause”, it said, calling Israel’s actions “against worldwide laws and especially against consciences”. Spokesman John Kirby accused Israel – which was building in an area that will remain part of Israel under any conceivable peace agreement – of “continuing this pattern of provocative and counterproductive action, which raises serious questions about its ultimate commitment to a peaceful, negotiated settlement with the Palestinians”.
Israel says that Palestinian incitement has fueled the violence.
No such condemnations were issued in the direction of the Palestinians for refusing to come to the peace table, for inciting their young to kill Jews, for rewriting history in a way that erases any Jewish connection to Eretz Yisrael.
Israeli authorities have extended by three months the detention without trial of a Palestinian journalist who had been due for release on Monday, a Palestinian NGO said on Saturday. The Palestinians say that continued construction on occupied lands is a sign of bad faith by Israel.
The results of the poll were “not amazingly encouraging”, but also “not discouraging”, said Tamar Hermann, an Israeli political scientist with the Israel Democracy Institute, who conducted the survey with pollster Khalil Shikaki of the Palestinian Center for Policy and Survey Research.
The survey interviewed 1,270 Palestinians and 1,184 Israelis in June, and had a margin of error of 3 percentage points.
The Egyptian president said “there is need for change, if there is a mutual desire by both sides, Israeli and Palestinian, as well as by the worldwide community”.
