In contrast, pro-government and nationalistic nonprofit groups tend to rely on wealthy private donors, who are exempt from the measures under the proposed bill.
The soldier who was stabbed suffered light wounds and the soldier caught in the crossfire suffered moderate wounds, officials told Haaretz.
Critics say the legislation is discriminatory because it is mainly groups that oppose the right-wing government’s policies towards Palestinians which receive money from foreign governments and the European Union.
Successive Israeli governments have considered building in E1 to establish “facts on the ground” and ensure that Ma’ale Adumim, with a population of around 40,000, remains linked to Jerusalem rather than isolated as a Jewish enclave, if and when a Palestinian state arises.
The so-called transparency bill, sponsored by the justice minister, Ayelet Shaked, requires organisations to provide details of the countries funding their activities in any communication with elected officials, imposing a 29,000 shekel (£5,000) fine on any who fail to do so.

The incidents are the latest in three months of unrelenting violence.

Israel’s plans to expand its colonial settlement enterprise and to strangle the Palestinian people and their land bring about the end of the two-state solution; this is further proof that Israeli Prime Minister Benjamin Netanyahu is more interested in pandering to the racist, extremist and settler Israeli population than working to achieve peace and stability.
Palestinian leaders say a younger generation sees no hope for the future living under Israeli security restrictions and with a stifled economy.
Also Sunday, Israel returned the bodies of seven suspected Palestinian assailants killed in recent weeks to their families, the military said.
