Brown played with San Francisco from 2007-2013 before joining the Raiders in 2014.
Last year was the second season in a row that he failed to register an interception after picking off 11 passes between 2008 and 2012.
Brown’s best season came in 2011 when he started all 16 games for the 49ers.

Brown visited the organization twice this offseason, according to ESPN, so there has been some relatively long-standing mutual interest between the two sides.
Brown, 30, is yet another new face in the New England secondary, which has seen cornerbacks Darrelle Revis, Brandon Browner, Kyle Arrington, and Alfonzo Dennard depart since the Patriots won the Super Bowl in February.

The veteran will compete for a spot against corners Malcolm Butler, Logan Ryan, Bradley Fletcher, Justin Green, Robert McClain, Duron Harmon and several other young players. The first practice of training camp is July 30.
