Justice Dept. setting up hotline to report Chicago police misconduct
After the hearing, Herbert told reporters he intends to seek a change of venue, citing comments about Van Dyke by Mayor Rahm Emanuel, who has said the officer violated police and community standards.

Emanuel, a Democrat with strong White House ties who was elected to a second term this year, and State’s Attorney Anita Alvarez have been the target of protests because of the year-long delay in bringing charges against the officer in the video, Jason Van Dyke, who faces trial for murder.
The attorney for Chicago Police Officer Jason Van Dyke, accused of murder in the shooting death of black teenager Laquan McDonald, said Friday he may ask for a change of venue.
Brown read aloud the indictment number and then set the case over for the random assignment of a judge and arraignment on December 29.
After a video showed a White Chicago police officer pumping 16 bullets into a Black teen, federal law enforcement officials launched a probe into the department and this week, informed residents how to submit complaints against law enforcement. A couple of people confronted Van Dyke as he left the courtroom Friday., shouting profanities & pounding on the black pickup truck during which he departed. He did not say when he would make the request.
“We don’t think we could get a fair trial in the County of Cook…We have the police, policing the police”, McDonald’s great-uncle Marvin Hunter said.
Hours later, the city released police dashboard camera video showing Van Dyke shooting McDonald 16 times on the night of October 20, 2014, as McDonald was walking away from police.
In the midst of protests, Mayor Rahm Emanuel has taken full responsibility for the shooting on behalf of the Chicago Police Department.
Van Dyke, 37, is free on bail but was in court with his lawyer Daniel Herbert for a very brief hearing following the indictment. “And quite frankly Exhibit A is going to be the mayor and his comments and we’re going to have to find a county that is outside the reach of the mayor’s comments”. It has happened in some high-profile trials of police officers. “I’m encouraging as many people as possible”. The protesters will assemble outside Chicago City Hall, around Daley Plaza.

“What is said has to be something that stirs passions”, said Allen, adding that many people may not even have heard what the mayor said.
