This issue is likely to come up for discussion when the Government mulls over active engagement of the Army in the strife torn Kashmir Valley, officials said.

Security agencies have told government that much of the protests and stone pelting coincided with terrorist infiltration, among the highest in 2015-2016 in years.
While the CRPF, BSF and local police will take care of this aspect, the Army will go after ring leaders and militants who of late have merged into protesting crowds and openly brandished weapons besides giving provocative speeches before escaping, sources said.
The death toll in the ongoing unrest in the Kashmir Valley rose to 80 as a youth succumbed to his injuries today in Srinagar. “We don’t operate anywhere internally on our own”, he said.
Normal life remained paralysed for the 43rd consecutive day due to curfew, restrictions and separatist-sponsored strike following Wani’s killing in an encounter with security forces.
Kashmir remained shut for the 65th day with authorities deploying security personnel in Srinagar and other places in the Valley to maintain law and order on Sunday.
The separatists have extended the shutdown program till September 16.

Singh said that normalcy should be brought back within a week and school and other educational institutions should function as students are worst sufferers during the prolonged turmoil, sources said. Some of the areas in the outskirts and civil lines of Srinagar witnessed increased movement of private vehicles and auto-rickshaws on Sunday morning, while some shops selling essentials were also open in view of the upcoming Eid festival.
