Kentucky governor drops county clerk names from marriage licences
One of Davis’s deputy clerks has been issuing altered marriage licenses to eligible couples since September.

Today, Governor Bevin issued five Executive Orders pertaining to marriage licenses, minimum wage, hiring practices within the state government, the restoration of rights to felons and a superfluous state board. Earlier in the year, the Rowan County clerk, Kim Davis, spent five days in jail for refusing to issue licenses to same-sex couples on the grounds that it went against her religious beliefs. Davis said Kentucky’s marriage laws have been “completely eviscerated” by the Supreme Court’s ruling and said she would be willing to come to the state Capitol to testify about any changes. U.S. District Judge David Bunning ordered Davis, 50, to issue the licenses and then jailed her after she refused.
Governor Matt Bevin had said shortly after his election in November, as only the second Republican governor of Kentucky since 1971, that he would change the forms that had drawn objections from Rowan County Clerk Kim Davis and some other clerks. She announced her office will issue licenses under federal order, but they won’t list her name or office. “This executive order is a clear, simple accommodation on behalf of Kim Davis and all Kentucky clerks”. Citing “God’s authority”, she turned away gay couples in Rowan County, earning high profile fans like GOP presidential candidates Mike Huckabee and Sen.
“Gov. Bevin’s executive action has added to the cloud of uncertainty that hangs over marriage licensing in Kentucky”, said William Sharp, legal director for the ACLU of Kentucky.
Bevin also rescinded Beshear’s order that raised the minimum wage for executive branch workers and vendors from $7.25 to $10.10. “Some political analysts say the case helped motivate religious conservatives to turn out to vote for him”. The American Civil Liberties Union has asked Bunning to order Davis to reissue the licenses, but Bunning has made no decision.
Kentucky Republican senatorial candidate Matt Bevin talks with his campaign supporters at his campaign headquarters in Louisville, Kentucky, May 19, 2014.
He says in his statement he believes it’s an issue that needs to be decided by the legislature and the people.

“He said he would do this as his first executive order and he kept his promise, so we’re very pleased”, said Mat Staver, chairman of the Liberty Counsel.
