Kerry holds Syria, Ukraine crisis talks in Moscow
US Secretary of State John Kerry has arrived in Moscow to try and narrow differences with Russian leader Vladimir Putin over the role of Syrian President Bashar al-Assad in any political transition in Syria.

“Russia and the United States agree that [ISIS] is a threat to everybody, to every country, [and] that there is no negotiation”, Kerry said.
“[On Tuesday] the president will meet with [US] State Secretary Kerry and [Russian] Foreign Minister Lavrov who will inform the Russian president about the talks that will have taken place by then”, Peskov said, TASS reports.
Anti-government protests developed into a civil war that, four years on, has ground to a stalemate, with the Assad government, Islamic State, an array of Syrian rebels and Kurdish fighters all holding territory.
“We still have questions on this path which need to be solved in the context of further work in the International Syria Support Group”, the head of the Russian Foreign Ministry, Sergei Lavrov, said opening the talks.
Kerry is seeking to prepare the ground for a third round of talks of world powers on Syria but it was not clear if a meeting pencilled in for Friday in NY would go ahead.
Russian Federation remains one of Assad’s staunchest allies and maintains that the Syrian people should decide Assad’s political fate and not other nations. Kerry met with his counterparts from France, Britain, Germany, Italy, Saudi Arabia, the United Arab Emirates, Jordan, Qatar and Turkey, the French foreign ministry said.
He also said that the meeting would cover the matter of Ukraine, with its continued division between the Western-backed government in Kiev and the Russian-backed separatists in its East. It says Moscow expects to receive “necessary explanations” from Kerry about the Syria situation during the Tuesday meeting.
On Ukraine, Kerry is pushing for Russian Federation to fully abide by the terms of a February cease-fire – the Minsk agreement – in return for easing sanctions.
Kerry’s visit is the second in two years as U.S.-Russia relations have serious deteriorated over the Ukraine crisis. That deal called for the removal of heavy weaponry from front lines, a Russian troop withdrawal, the release of detainees and full access for worldwide monitors.
“We are not playing “Let’s Make a Deal” here”, the official said.
