Kerry is also meeting with President Vladimir Putin.

The run up to the Moscow talks underlined the space between Moscow and Washington on how to deal with the Syria disaster.

There are some doubts whether it will go ahead but the U.S. state department denied claims from Russian Federation “preconditions” would have to be met for the meeting to take place.

Yet, much as United States policymakers would like Putin to be a pariah, the Russian president has instead become a “sought-after essential partner, including for a lot of American allies”, according to Jatras.

Russia, which has dispatched air and naval forces to Syria to shore up Assad’s regime, has agreed to help Washington pursue the peace plan. Moscow says it is for Syrian voters to tell him when to go.

Russia, the US, European and Middle Eastern countries agreed in Vienna last month on a two-year timeline leading to Syrian elections, but left many questions unresolved, most notably the fate of Assad.

Iran, Russia and Lebanon’s Hezbollah movement are propping up the Alawite-led Assad government, while Turkey, Saudi Arabia and Qatar back the more moderate Sunni-dominated opposition, along with the US, UK and France. Syrian opposition groups, however, demand that Assad leave at the start of the process.
