A negotiation for limits on greenhouse gas emissions is what this accord is aiming for.
Called “differentiation” in the negotiations, the richer nations want to change the way the world has been divided since 1992, when the UN Framework Convention on Climate Change came into being.

Developed nations such as the USA and Australia are adamant that all countries, regardless of size or strength of their economies, will need to be equally accountable for their carbon emissions and report them in similar ways. “There is no pressure, there is no trade off and there is straight talks and convergence”, Javadekar said.

The new draft released on Thursday still reflects major disagreements between countries on many issues like finance and technology transfer. He spoke on condition of anonymity because the talks were ongoing.
