Kim Jong Un says he’s ready for war in New Year speech

The death earlier this week of Pyongyang’s point man on ties with Seoul had raised some speculation that Mr. Kim might signal a more hawkish inter-Korean policy, but he said he wanted to restart stalled talks. That crisis was alleviated in August; since then, the two sides, which have technically been at war since the 1950s, have held inconclusive talks.

But in 2015, the persistent tensions between the countries escalated to the brink of armed conflict, after two South Korean border guards were maimed by land mines.

The two Koreas are locked in a military stalemate since the end of their 1950-1953 war.

For the fourth straight year, Kim Jong-un delivered a verbal message on the first day of the new year.
