Kim Jong Un says he’s ready for war in New Year speech
The death earlier this week of Pyongyang’s point man on ties with Seoul had raised some speculation that Mr. Kim might signal a more hawkish inter-Korean policy, but he said he wanted to restart stalled talks. That crisis was alleviated in August; since then, the two sides, which have technically been at war since the 1950s, have held inconclusive talks.

“We should cherish last year’s high-level talks and make continued efforts to seek dialogue and not take any further steps backwards”, Kim Jong Un said of the August negotiations, adding that he would be open to talks with anyone to discuss “peaceful unification”. “We do not believe that North Korea, which has not succeeded in miniaturizing nuclear bombs, has the technology to produce an H-bomb”.
Analysts say Kim likely wants a push for tangible diplomatic and economic achievements before a convention of the ruling Workers’ Party in May, the party’s first since 1980, when he is widely expected to announce major state polices and shake up the country’s political elite to further consolidate his power.
In a response to the speech, South Korea’s foreign ministry restated its position that it was open to talks, the Yonhap News Agency reported.
Kim has issued similar calls in his three previous New Year addresses and, as on those occasions, Friday’s speech offered little in terms of specific policy for achieving his economic objectives.
Kim Yang Gon, the North Korean official who was responsible for handling the country’s fraught relationship with South Korea, has died in an automobile accident, according to CNN.
Kim Yang Gon visited South Korea in 2009 to pay his respects to late President Kim Dae-jung, who held the first inter-Korean summit with Kim Jong Il in 2000. But in 2015, the persistent tensions between the countries escalated to the brink of armed conflict, after two South Korean border guards were maimed by land mines.
The two Koreas are locked in a military stalemate since the end of their 1950-1953 war.
For the fourth straight year, Kim Jong-un delivered a verbal message on the first day of the new year.
