A bunch of flowers lays on the floor at Grafing railway station after a deadly knife attack on May 10, 2016 in Grafing, Bavaria.
A 50-year-old died of stab wounds in hospital shortly after being attacked on a train.
The victims were between the ages of 43 and 58.
Sueddeutsche Zeitung reports that police have found traces of drugs in a container secured at the scene.
Local authorities are holding a press conference on the attack. Mr. Kohler added, however, that the motive for the attack remains unclear.
He said that as well as a possible Islamist motive, police were trying to determine if the man had drug-related or psychiatric problems.
On Sunday, the man had prompted a police call-out in Giessen after he was reported to be speaking in a confusing manner, officials said.
Prosecutor Ken Heidenreich said Tuesday that the man’s statements don’t fit together.
Sleepy Grafing station, the scene of the attack, is part of the Munich S-Bahn network of commuter trains.
Mayor of Grafing, Angelika Obermayr, condemned today’s attack.
She described Grafing as “an absolutely peaceful little Bavarian town”.
“That something like that happened here is absolutely unbelievable”.
The violence came at a time of heightened public fears about militant attacks.
Last August, the Islamic State group threatened Germany with attacks in an online execution video.
State Interior Minister Joachim Herrmann said after a Cabinet meeting in Munich Tuesday that the 27-year-old had confessed to carrying out the attack, news agency dpa reported.

In other words, if a man shouts “Allahu Akbar!!!” and proceeds to stab people he does not have an Islamist motive.
