Lawsuit filed in Chicago police shooting
The Chicago Police Department is the subject of a federal civil rights investigation, which came after the release of a video showing a white officer shooting a black teenager 16 times. The mayor’s office declined to say when Emanuel had originally planned to return.

“This family is absolutely devastated”, the Rev. Marshall E. Hatch of a West Garfield Park church said in a statement early Sunday, adding that the shooting showed how “deeply dysfunctional the relationship is between this department and its citizens”.
But police aren’t saying exactly what happened, and the victims’ families are demanding answers.
According to the police department, only one in five officers is trained in the use of a Taser, and there are only 30 Tasers available per police district.

“There are serious questions about yesterday’s shootings that must be answered in full by the Independent Police Review Authority’s investigation”, his statement said. They said Jones was killed by accident and extended condolences.
Van Dyke, who has a history of complaints against him, mostly for excessive force, was charged with murder.

Jones’ daughter, Latisha Jones, told the Sun-Times and Chicago Tribune that she woke up when she heard gunshots, walked to the front door and saw her mother bleeding on the ground.
Bettie Jones, 55, was fatally wounded on Boxing Day after police responded to a report of domestic violence.
Police did not disclose the race of the officer or officers involved in the shooting, saying only that those involved will be placed on administrative duties.

The mayor has welcomed a U.S. Justice Department investigation into whether Chicago police have made a habit of violating the law.
