Gov. Matt Bevin on Tuesday (Dec. 22) ordered the removal of the county clerks’ names from state marriage license forms that are at the center of a controversy over Rowan County Clerk Kim Davis, who was jailed after refusing to issue licenses to gay couples. Since September, a deputy clerk has been issuing marriage licenses to couples that do not include Davis’ name or the name of the county, The Guardian reports.

He concludes: “The ACLU continues to work with loving couples who hold marriage licenses of questionable validity and for those who are waiting to legalize their unions until this is resolved. Some political analysts say the case helped motivate religious conservatives to turn out to vote for him”. But upon winning election in November, Bevin made to pledge to issue an executive order to support Davis.

The Fourth executive takes out another Beshear order which established the Governor’s Employee Advisory Council (GEAC).

Bevin’s Order also transfers all of his oversight of merit system hiring to the Personnel Secretary, while keeping oversight of political appointees within the Secretary of the Cabinet. And effective immediately, all vacant positions in any agency will be reviewed to determine if they are necessary to the maintenance of essential government services.

Her actions made her a topic of debate among 2016 presidential contenders, with some Republicans applauding her resistance to the Supreme Court’s decision, and others saying she should be following the rule of law as a public official.

“It doesn’t come out of the blue, because this was something Governor Bevin was promising to do during his campaign”, said Chris Hartman, director of Fairness Campaign.
