“This government and this agreement will be supported by a huge majority of the Libyans all over the country, including of course Tripoli”, Leon said, insisting that the latest text of the UN-brokered deal, which was recently agreed in Morocco, is “final” and “not going to change”.
The envoy says of the names of candidates for the new government, “We believe this list can work”. “Libyan women are capable of playing successful roles in future government”, she said.
But delegates from Tripoli had already balked at proposing names for the unity government because they wanted more amendments to the initial deal.
Bernardino Leon said, “Our apologies for not having been able to propose this government before, but also our joy because there is at least a chance”.
The prime minister for the new government is Fayez Sarraj.
The violence and political chaos have allowed Islamist militants to gain ground in Libya and also seen human traffickers use the Libyan coast to send tens of thousands of migrants across the Mediterranean to Europe.
The peace talks appeared fragile until the end.
A new unity government has multiple challenges, including an economy near collapse, a number of active militia groups and severe needs for basic assistance.
Four years after the overthrow of Gaddafi amid jubilation in the West, Libya still has no official national army and is riven by battles between loose alliances of anti- Gaddafi forces.
United Nations chief Ban Ki-moon welcomed the news, and appealed to warring factions to sign the accord.

“After months of turmoil and uncertainty, the secretary general urges Libyan leaders not to squander this opportunity to put the country back on the path to building a state that reflects the spirit and ambitions of the 2011 revolution”, United Nations spokesman Stephane Dujarric said.
