It comes despite a warning from the heads of the parliaments that the deal has no legitimacy and the politicians signing the agreement represent only themselves.
Libya has been plagued by factional fighting since the 2011 revolution, with the situation continuing to deteriorate in recent months amid significant political fragmentation and violence.
But the accord has caused deep divisions within Libya s two legislatures.
Kobler for his part said that there must be a unity government before an arms embargo on the country is lifted. “Inclusive national dialogue is needed to find a way to fight against terrorists”.
The worldwide community has been pressuring the North African nation’s two rival administrations to form a unity government amid concerns about the rise of the Islamic State group there.
Some Western diplomats stated the 2 parliament leaders are the primary block to getting help and a vote on a United Nations deal they usually could possibly be the goal of sanctions if an settlement is signed with out them. Many members of the Tripoli parliament oppose Haftar.
Following broad consultations throughout the year facilitated by the Secretary-General’s former Special Representative for Libya, Bernardino León, it was announced in mid-October that a national unity government could be proposed.
“The mayors are getting double pressure – from people who want to have any peace whatsoever so they are basically pushing them on the plane, and from people who are opposing the agreement and are being quite threatening”, adds Mr. Toaldo.
The surprise Valletta meeting of Tueday between the president of the internationally recognised Libyan House of Representatives (HoR) president Aguila Saleh Issa and the president of the Islamist-controlled General National Congress (GNC) Nuri Abusahmin was held without United Nations approval and is thought to have angered the USA government pushing for a new unity government.
The official signing was scheduled for later on Thursday. “That’s the condition for tackling terrorism and trafficking that threaten the security of the region and Europe”.
Battered by protests and attacks, the oil production that accounts for most government revenue is now less than half of the 1.6 million barrels per day that it was before 2011.
