Mullendore said it appeared that some buildings could be salvageable, but there are many that would need to be torn down.
They realized a teenage boy was in a nearby vehicle and she captured video of Butkus carrying him to safety on his shoulders through knee-high water.
The storm dumped 6.5 inches of rain on Ellicott City in only about 3 hours, with 5.5 inches falling in just 90 minutes, the National Weather Service said.
At least two people are dead and virtually every building and business along the town’s historic Main Street has been damaged.
Kittleman hosted a meeting Monday for residents impacted by severe flooding in Ellicott City.
“That dispatcher needs to have a dinner in her honor or something”, another Facebook commenter said.
The county has evaluated 200 of the buildings downtown and found that four or five are destroyed, while another 20 to 30 are heavily damaged, said Robert Frances, director of the of the county Department of Inspections, Licenses and Permits.
Main Street is now closed until further notice because of gas leaks and downed power lines and devastation. officials said.
“It looks like the set of a disaster movie”, Kittleman told AP.
One man who led the pack to save the woman was pushed down by the wild water as it raged in the street. As water continued rising she hugged the others there and thought of her 2-year-old son.
Knight says she never got his name either, just stunned with what had just happened.
The two people killed, 35-year-old Jessica Watsula of Lebanon, Pennsylvania, and 38-year-old Joseph Blevins of Windsor Mill, Maryland, were both in vehicles that were overcome by floodwaters, according to officials.
The images and videos from this event are shocking and heartbreaking, as people raced to save potential drowning victims while cars were suddenly swept away amid the deluge.
Mullendore said business owners were still not allowed into their properties yet, but some were taken by authorities to tour the wreckage.
“There’s nowhere for them to go”.
