But he also rebuked Mrs Clinton, who relied exclusively on a private email server as secretary of state, and her aides for being “extremely careless” with their handling of classified information.

“Her email server existed so her emails would never have been read by the public”, Trump said. “She was guilty. And it turned out that, ‘We’re not going to press charges.’ It’s really unbelievable”, he said at a campaign rally. “Is something going to happen?”
Prosecutors need to show “clearly intentional and willful mishandling of classified information” or a large amount of mishandled information to indicate “intentional misconduct” or “disloyalty to the United States or efforts to obstruct justice”.
Comey is expected to testify before Congress Thursday morning.
On Capitol Hill, Representative Steve Scalise, the No. 3 House of Representatives Republican, reacted to Lynch’s announcement by proclaiming: “Secretary Clinton broke the law and lied about it”.
“With the AG accepting Director Comey’s recommendation, this case is resolved, no matter Republicans’ attempts to continue playing politics”, campaign spokesman Brian Fallon said on Twitter.
Federal Bureau of Investigation agents spent the past year investigating the matter following a referral from the intelligence community’s inspector general.
The FBI director pointed out that the probe was tasked with examining whether Clinton or her aides had mishandled classified information either intentionally or in a grossly negligent way.
“No charges are appropriate in this case”, he said.

“Although we did not find clear evidence that Secretary Clinton or her colleagues meant to violate laws governing the handling of classified information, there is evidence that they were extremely careless in their handling of very sensitive, highly classified information”, Comey said.
