Louis area faces big cleanup effort after flooding

According to Reuters, most of the 31 people killed during the disaster in Illinois, Missouri, Oklahoma, and Arkansas had been out driving.
She says the impact has been “relatively mild” to Cape Girardeau, a community of almost 40,000, where about two dozen homes and a dozen businesses have been damaged by the flood. Much of the flooding occurred along the Kankakee, Illinois, Sangamon and Vermilion rivers. Water from the Mississippi, Meremec and Missouri rivers was largely receding in the St. Louis area on Friday. After that, flooding is expected to worsen in Arkansas, Kentucky, Tennessee and other southern states, though the breadth of the flooding there isn’t expected to match what happened in Missouri and IL.

But forecasters warned that regions farther south still faced flooding as swollen rivers continued to rise Saturday.
“Practically speaking, it means we have the ability to activate the National Guard, we have the ability to access federal funding and we have the ability to have a better coordination throughout state government”, Rhode Island Governor Gia Raimondo said in a 2014 interview with WPRI.
The Governor said the Missouri National Guard is experienced in such a program, since it led the state’s effort in the expedited debris removal program that assisted the recovery of the Joplin area after the 2011 EF-5 tornado there.
In 16 years at the same house in Eureka, Dean Emmert has never seen such a rare, winter flood.

Gov. Bruce Rauner on Saturday repeated a common plea made throughout last week from emergency personnel to evacuate homes threatened by flooding.
The river is expected to crest in those areas around January 18.
Days of downpours totalling 10 inches or more in spots pushed the MS and smaller rivers over their banks in several states. The National Weather Service issued a flood advisory for Dover through Monday evening.
“The levees have a lot of pressure on them”, Tatum said, adding that a breach two days ago in a levee west of Miller City in the county has reached a quarter-mile wide.
