Malaysia submitting resolution to United Nations over flight shot down over Ukraine
All 298 passengers and crew members on board the aircraft bound for Kuala Lumpur from Amsterdam were killed in the crash.

Malaysia has told the United Nations Security Council that it plans to submit a resolution soon to set up an worldwide tribunal to prosecute those responsible for shooting down the plane.

Russia’s deputy Foreign Minister Gennady Gatilov has publicly said that his country opposes plans to create an global tribunal to investigate the downing of MH17, saying that it was “untimely and counterproductive”.
It had been flying over territory held by pro-Russian rebels in eastern Ukraine when it was hit.
Russian Federation has rejected accusations it supplied the rebels with SA-11 Buk anti-aircraft missile systems. In the Security Council Russian Federation said that it is too early to think about how those responsible should be prosecuted.
“This was presented on behalf of the members of the Joint Inspection Team (JIT) in which Malaysia, Australia, Netherlands, Belgium and Ukraine are seeking to find a mechanism to deal with criminal accountability in relation to the downing of the aircraft”.
The Dutch Safety Board has made the draft available to representatives of Malaysia, Ukraine, the US, Russia, Britain, Australia and the Netherlands prior to the release of the final report expected in October.
Reuters reported that diplomats, speaking on condition of anonymity, said Russian Federation has described the proposal as premature and believed that the security council should wait for the results of other investigations first.
It therefore has the option of blocking the proposal if it is put to a vote.
Russian investigators have also been looking into the crash.

According to diplomats, speaking on condition of anonymity because the consultations were closed, ambassador Ibrahim said that in the coming days he hopes to circulate the proposed text of a resolution with the draft statute to establish the tribunal in an annex.
