Dobby is also charged with one count of causing serious injury by risky driving, two counts of causing death by driving while unlicensed and uninsured, and two counts of aggravated vehicle-taking.
Joshua Dobby is accused of stealing a auto in Penge, south-east London and speeding away from police before crashing and hitting 10-year-old Makayah McDermott and Rosie Cooper, 34.
Two of the girls have been named as Niyah and Yahla, Makayah’s older sisters.
The twins, 13-year-olds Niyah and Yahla, were trapped underneath the black Ford Focus but managed to crawl out when bystanders lifted the auto off them.
Three girls were also treated for non-life threatening injuries but were released from hospital on Thursday.
“His agent, Sam Brown, said: “(Makayah) was a real bright character, ever so outgoing, and he just picked up scripts and could just go with it, a natural talent.
Makayah was an aspiring child actor, who had recently auditioned for a part in a television series.
His teachers said that Makayah was a “buddly boy” who always had a smile on his face.
Speaking from his home in Bromley, south London, Mark Dobby told the Times: “I haven’t seen him for 16 years so I haven’t got anything to say about it”.
They added: “As a club we will be offering our condolences and support to the family”.
She said: “This is the most tragic freak accident. the family are handsome incredible caring people”.
Ms Cooper was a hairdresser and one of her decade-long clients left a floral tribute at the scene of the incident.
Samantha Dobson, a client and friend of hairdresser Rosie Cooper for a decade, said: “She was one of the kindest, most lovely, caring people you would ever meet”.
Tributes have poured in for the victims, as people continue to lay flowers near the scene of the crash.
Lisa Jackaman, 32, a close friend of Ms Cooper’s, said the family were going to the park and then to the cinema on the day of the crash.
