The carnival proper started in 1966 when local resident Rhaune Laslett organized a “jump up” for local children in Notting Hill, which at the time was considered a slum but is now one of the most expensive areas in London.

But festivities at Europe’s biggest street party were marred by 440 arrests across the two-day event – many relating to drugs and offensive weapons.

The victim was initially described as being in critical condition but is now expected to make a full recovery.

A 16-year-old boy and a 15-year-old boy were at the scene having suffered stab wounds.

Three other males, aged 15 to 20, were also wounded in knife attacks on the opening day of the festival.

Four stabbings have been reported on Notting Hill Carnival’s first day, which is dedicated to children and families.

As of 10pm last night, officers had made 105 arrests including some people who had been detained for more than one offence.

They estimate that the canister can fill 2,250 small canisters and has a street value of £150,000. “I think many Londoners will wonder whether the significant amount of taxpayers” money spent policing this event is frankly worth it’.

Both investigations have now been referred to Trading Standards officers from the Royal Borough of Kensington and Chelsea and MPS officers from Westminster Police.

“Someone has to stand up and take responsibility and say if it’s a carnival, treat it like a carnival but if it’s simply a crime-fest it can’t go on like this”.

Costumed performers take to the streets in a parade.

They have called for a “full-scale review” of Carnival after eight of them were hurt and taken to hospital. Dressed in an elaborate Dominator costume which cost £170 to match the 50 Shades Of Paradise float, she said: “It’s a lovely wonderful atmosphere to be part of a truck”. I can actually feel it.
