According to the report, an official, Bryan Cook, was going to arrest the man, Matthew David Kelly, for drink driving but he was in asleep condition. Cook tried for several attempts to bring Kelly down from the truck, but failed.
Then Deputy Clinton Sines took the charge and pulled Kelly out of truck.
When Sines lost his grip on Kelly’s sweatshirt, he drew and fired his Taser, hitting Kelly in his right eye.
He then again repeated the action before warning the Kelly that ‘he will do it again if he remain standing’.
Due to this, Kelly suffered “near total loss of vision” in his right eye.
