It’s not clear what relationship Neal had with the child.
Investigators say they have probable cause to arrest Neal and charge him with attempted murder.
Police were called Monday to investigate after the boy was admitted to All Children’s Hospital in St. Petersburg. At this time, the boy remains in serious condition with bleeding on his brain.
Investigators say Glen Franklin Near, Jr. kicked, punched and bit the 11-month-old resulting in the head trauma.
Neal was in state prison for several months between 2009 and 2010, corrections records show.
Bay News went on to report that Neal was at the child’s home “in the 5400 block of 97th Terrace over the Fourth of July weekend and that he was responsible for the child’s care at the time of the injury”.

Anyone with information on Neal’s whereabouts is asked to call the police. Police said his criminal history includes charges of child neglect, cocaine possession and fleeing arrest. You can also submit a tip anonymously by calling Crime Stoppers, 1-800-873-TIPS (8477).
