Man wanted for shooting and killing NC cop arrested in Rhode Island
During the early morning of Saturday, Sept. 10, members of the Shelby, North Carolina Police Department responded to the area of 210 Gidney Street, in the City of Shelby, North Carolina in an attempt to find Fenner, who had outstanding warrants for his arrest for robbery and kidnapping.

“There is a bullet behind his rib cage and they are going to leave it there for now”, State Police Major Joseph Philbin said.
Irving Fenner appeared for his arraignment at state police headquarters Wednesday night in hospital scrubs and a sling.
The suspect in a fatal cop shooting in North Carolina has been arrested in Rhode Island.
North Carolina put out the warrant for her arrest, and the Federal Bureau of Investigation contacted Nassau police, which made the arrest, the source said. Details are fuzzy on what exactly happened next, but Shelby Police Chief Jeff Ledford said Brackeen was fatally shot in the chest even though he wore a bulletproof vest. Authorities surrounded a Coventry, Rhode Island, apartment where 23-year-old Irving Fenner surrendered peacefully early Wednesday, state police said.
Police did, however, arrest Fenner’s half-sister on a charge of harboring a fugitive. Fenner was not found in the home of 150 Oxford St., but investigators found information leading them to 304 Tiogue Ave.in Coventry. Irving Fenner Jr., whose address is listed as Blacksburg Road in Grover, is charged with attempted murder, the charge was updated to first degree murder at the death of Officer Brackeen.
Fenner’s Facebook page says he lives in Shelby but hails from Providence, Rhode Island. It was unclear if the warrant was related to Brackeen’s killing.
A funeral service will be held on Friday, September 17, 2016 at 3:00 pm at Keeter Stadium, 230 E Dixon Blvd, Shelby, NC 28152 with Rev. Stephen Brackeen officiating.
“[The dispatcher] had to take a breath because she was emotional”, Philbin said.
State Police Col. Steven O’Donnell said officers used tear gas to get into the building in Providence.
Officers nearby heard the gunshots and rushed over to the scene where they found Brackeen bleeding on the ground. He was taken to Rhode Island Hospital, where he was treated and released into police custody.

The southbound lanes of I-85 will be temporarily shut down for a law enforcement procession bringing fallen Shelby Police Officer Tim Brackeen back home from Charlotte, according to Gastonia PD. He’s considered armed and unsafe.
