March letter to Chicago mayor accused police of witness intimidation
Chicago Mayor Rahm Emanuel announced Wednesday that the city will overhaul police tactics and training to mitigate tension between residents and officers following the outrage caused by the deadly police shootings of Laquan McDonald in 2014 and Bettie Jones and Quintonio LeGrier on Saturday.

Emanuel ended his Cuba vacation early this week to deal with fallout from the police shooting to death a 55-year-old mother and a 19-year-old college student, whom relatives said had suffered from mental issues.

Phil Kadner at the Tribune pondered the “what if” scenario: “But if the officers who originally made the call for a Taser-equipped patrol auto had access to one there’s a possibility that McDonald is still alive, Van Dyke never kills anyone and the political chaos dominating the City of Chicago is postponed, or perhaps never occurs”.
Fatal shootings and other forms of violence by the USA police against people of color have sparked mass protests across the country over the past two years.
Defense attorney Dan Herbert said that Officer Jason Van Dyke, who pleaded not guilty to the charges on Tuesday, is “hanging in there” and wants to tell his side of the story so that he’s not seen “as this cold-blooded killer”.
The release of the video set off protests, forced the resignation of the city’s police chief and has led to an ongoing wide-ranging civil rights investigation of the entire Chicago Police Department by the U.S. Department of Justice.
Hours before the city’s first reported murder, the Chicago Police Department released new crime numbers for 2015. Protesters have called for Emanuel to resign.
Police experts said de-escalation training can be helpful and Tasers, when used properly, can preserve the lives of police and arrestees.

Police also said they extended “deepest condolences to the victim’s family and friends”.
