Mass. And NH State Troopers Charged For Beating Caught On Tape
Mass. State Trooper Joseph Flynn, 32, and New Hampshire State Trooper Andrew Monaco, 31, have been arrested and charged with simple assault in the arrest of Richard Simone Jr. on May 11, 2016.

Foster announced Massachusetts State Police Trooper Joseph Flynn, 32, and New Hampshire State Trooper Andrew Monaco, 31, were both charged with simple assault in connection to the May 11 chase.
Simone, who was wanted on multiple warrants, was sent back to jail after being arraigned in Worcester on charges including larceny, failure to stop for police and assault with a risky weapon.
The footage prompted governors from both states, as well as former Boston Police Commissioner Ed Davis, to express concern about the nature of the arrest.
The officers are subject to an enhanced penalty because they were on duty at the time of alleged excessive use of force, the NH Attorney General’s office said.
Police said Simone had several outstanding warrants for larceny, assault and battery with a risky weapon and failure to stop.
David Procopio, of the Massachusetts State Police, said Flynn has been suspended without pay since the incident.
They are scheduled to be arraigned on September 13 at 8:15 a.m.in Nashua. News helicopters were flying overhead as local and state police caught him. The driver is seen getting out and then getting down on his knees and beginning to lie down on the street. There, Simone was seen getting out of the vehicle and appears to give himself up, only to be punched repeatedly by police officers. An internal affairs investigation into the episode is still ongoing, a spokesman said Tuesday.

State Police from MA and New Hampshire said they tried to get Simone to stop or pull over but he kept driving.
