Mayor, interim police chief to announce changes
Watson and James say the percentage should be closer to 25 or 35 percent – enough so that there’s a CIT-trained officer on every shift in every police district who can respond to calls as needed. Chicago Police Department officers who responded to the incident claim Quintonio LeGrier acted aggressively and threatened them, so they used deadly force.

However, recordings of conversations between dispatchers and police officers published by the Chicago Tribune on Monday do not refer to mental illness. More than a year later, in November 2015, the video became public and spurred massive protests during the Thanksgiving holiday, many demonstrators then calling for Emanuel to leave office.
Elsewhere in Chicago, about 20 protesters gathered outside the mayor’s house on Tuesday, according to CBS Chicago.
Cooksey said he was a “typical teenager”, home for break from studies at Northern Illinois University.
The police were responding to a domestic disturbance at an apartment when they opened fire on Saturday morning. Police said Jones was killed by accident during the altercation with LeGrier. He and his neighbor Bettie Jones were shot and killed by police. The incident was immediately referred to the Independent Police Review Authority, which is investigating the incident.
LeGrier’s father has filed a wrongful death lawsuit against Chicago police.
The fallout prompted the mayor to cut short a family vacation to Cuba.
It was not clear if Emanuel was home during the protest.
Antonio LeGrier told CNN on Tuesday that the officer was male and was white or Hispanic, and that he knew he had made a mistake after the shooting and exclaimed, “I can’t believe it. I thought he was coming at me with that bat”, and “F– no, no”.
The indictment against Van Dyke, 37, marked the first time a Chicago police officer has been charged with first-degree murder for an on-duty fatality in almost 35 years.
On Sunday, Emanuel called on police and IPRA to review crisis-intervention training. In a statement, police said: “The 55-year-old female victim was accidentally struck and tragically killed”.
Police say no one was arrested. The man and a second person left the area briefly but returned, repeating the complaints, according to the report.
The teen had several bullet wounds, but it was unclear how many times he had been shot, the source said.
There’s no question that Chicago officers need to be better prepared for such situations.
Regarding Saturday’s shooting, police said LeGrier was being combative.
A change of venue for the trial, set in Cook County Criminal Court in Chicago, is still possible after large demonstrations have been staged outside the court. At least two squad cars are visible, and McDonald can be seen walking away from officers.
Van Dyke, who is free on bond and arrived at court dressed in a dark suit and blue tie, stood silently before Judge Vincent Gaughan as his lawyer, Dan Herbert, entered the not-guilty plea.
About 1,860 officers, or approximately 15 percent of the police force, have received the training, Chicago police spokesman Anthony Guglielmi said Monday.

Another police shooting over the weekend has sparked further criticism of the department.
