Mayor says Chicago police changes will focus on use of force
The mayor’s office had already said some changes in training would be forthcoming in the wake of the release of dashcam video last month showing white officer Jason Van Dyke shooting black 17-year-old Laquan McDonald 16 times in 2014.

Police have not said exactly what happened when officers arrived, but said they “were confronted by a combative subject resulting in the discharging of the officer’s weapon, which fatally wounded two individuals”. Recently, London’s Metropolitan Police Service equipped its officers with Taser’s Axon Body 2 cameras, which lead to a 33% reduction in allegations against the officers. The announcement comes as protesters continue to call for Emanuel’s resignation after multiple police shootings Black Lives Matter activists have rallied around. The program teaches officers how to respond to a person in crisis or with mental health problems, and is aimed at resolving incidents without violence. “And we as a city must train for that difference”, Emanuel said, referencing what he said was a conversation with a police sergeant. The additional time will give cops time to seek professional counseling and training and the Independent Police Review Authority and the State’s Attorney’s Office time to investigate the incident, Interim Police Superintendent John Escalante said at the press conference.
“Obviously, we as a city have a lot of work to do”, Emanuel said.
The changes, on the heels of a weekend incident in which police fatally shot 19-year-old Quintonio LeGrier and his 55-year-old neighbor, Betty R. Jones, are Emanuel’s latest response to the criticism surrounding police use of force and the city’s handling of investigations into police shootings. Emanuel said the problems are “four or five decades in the making” and the changes will take time. Van Dyke pleaded not guilty Tuesday to six counts of first-degree murder and one count of official misconduct.
Garry McCarthy was forced out days later, and the U.S. Justice Department has launched a civil rights probe of the Police Department’s policies and practices regarding the use of force.
Also on Wednesday, about 25 activists gathered outside a district headquarters police station at Harrison Street and Kedzie Avenue demanding better training for officers and a department more attuned with the issues and concerns of black residents. “They have no trust in the mayor”, Pearson said.
Ted Pearson is a leader of the Chicago Alliance Against Racist and Political Repression, which advocates for the city to have a civilian police accountability council that isn’t appointed by the mayor.
Emanuel has apologized for the McDonald shooting, fired his police chief and created a task force to review police department policies.
About 1,860 officers – or roughly 15 percent of Chicago’s police force – have completed the training, according to department statistics. “It’s not just as simple as ‘Let’s put Tasers on police officers.’ But because of the erosion of trust in the community, [Rahm]’s always in a reactionary mode”. Police said Legrier was charging at officers when they opened fire.
Emanuel had been vacationing with his family in Cuba when the weekend shooting occurred.

The mayor did not say how he would pay for doubling the number of police Tasers to 1,400, or the additional training.
