As the report notes, the authorities have yet to identify the officer who killed Smith on Saturday, however, widely shared social media posts and at least one news report have identified him as a 24-year-old patrolman. Clarke requested the activation of the state’s National Guard on Sunday and got it, though the Guard hasn’t been needed.

Community and faith groups have held vigils and unity events since Saturday’s officer-involved shooting that sparked protests and violence.

Cecil Brewer, 67, who owns an apartment house directly across from the intersection where protesters burned a gas station Saturday night and hurled rocks at law enforcement Sunday night, said the rioting was all but inevitable.

Police Chief Edward Flynn said members of Milwaukee Inner City Congregations Allied for Hope and other representatives of the faith community have gone to the neighborhood to try to tamp down violence.

“Officers continue to have rocks thrown at them as they work to disburse small, disorderly groups in area around Sherman and Burleigh”, police said on Twitter, adding that armoured vehicles were deployed to protect officers.

The Wisconsin Department of Justice has opened an investigation into the shooting as required by state law.

“And I want our community to know that” Barrett said.

A woman has identified her 23-year-old son as the man fatally shot by Milwaukee police.

At a Monday morning press conference, Flynn said the weekend violence was unanticipated. Smith ran from police during a traffic stop. According to police, Smith was fleeing and holding a stolen handgun when he was shot.

The Milwaukee Police Association hit back at the suggestion race may have played an issue in Smith’s shooting and condemned the riots.

The charges were dropped because the victim recanted the identification and failed to appear in court, Chief Deputy District Attorney Kent Lovern told the newspaper.

Police moved in to arrest several protesters and by 2:30 a.m. local time, reported that it was restoring order to a hot spot in a northern Milwaukee neighborhood.

Milwaukee was relatively calm overnight Monday as officials imposed a 10 p.m. curfew for teenagers after two nights of violent protests over a fatal shooting by a police officer.

“So parents, after 10:00 p.m., your teenagers better be home or in a place where they are off the streets”, Barrett said. The curfew is normally in effect in the city during the school year, which begins August 31. Such inequality has afflicted many U.S. cities as a result of companies’ moving manufacturing jobs overseas over the past three decades and economically devastating the communities that grew such businesses.

On Saturday night, shots were fired, six businesses were burned and police cars damaged before calm was restored in the area, which has a reputation for poverty and crime. One person was wounded by a gunshot.

The city police, which beginning Monday night is expected to aggressively enforce a curfew for teenagers, said that 14 people had been arrested and that four officers had been injured overnight.

Wisconsin Governor Scott Walker had activated the National Guard on Sunday in case more trouble flared over Smith’s death, the latest demonstrations over the use of force by USA police against minorities.
