Milwaukee Strife Continues; Shots Fired Sunday Night

MILWAUKEE (AP) – City leaders blamed outside agitators Monday after a second straight night of violence wracked Milwaukee’s mostly black north side in protest at the fatal shooting of a black man by police.
“When you hold a person down so long, they are eventually going to fight back”, said Jones, who recently ran for election to the city government but lost.
Milwaukee Mayor Tom Barrett said that until further notice, a 10 p.m. curfew for those under 18 will be more strictly enforced because he doesn’t want children at the protests.
“This is not the place you go to gawk”, Barrett said. “This is not the place where you go to drive your auto around”.
Smith, 23, was shot and killed Saturday after a brief foot chase that followed a traffic stop.
Gov. Scott Walker activated the National Guard on Sunday to assist the Milwaukee Police Department upon request in the aftermath of violence, after a request from Sheriff David A. Clarke Jr. He said they set the tone that made Sunday night’s unrest less disruptive than it might have been.
Protesters threw objects at police after authorities declared the gathering in the Sherman Park neighborhood of Milwaukee an unlawful assembly and threatened arrests around 11 p.m. local time (12 a.m. ET).
Fourteen people were arrested. Critics said the police department should have been subjected to a full Justice Department investigation like the one done in Ferguson after the killing of black 18-year-old Michael Brown in 2014.
“He said he would drag me out of the vehicle”, recalled the 37-year-old Milwaukee County supervisor.
In July 2011, 22-year-old Derrick Williams died in the back seat of a Milwaukee police squad auto, according to CNN affiliate WITI.
Later on, shots rang out in three different locations, all within close proximity, according to police. The mayor and police chief say body-camera video shows Smith had the gun in hand and had turned toward the officer when he was shot.
Police Chief Edward Flynn said the man whose death touched off Saturday night’s rioting, Sylville Smith, was shot after he turned toward an officer with a gun in his hand. Online court records showed a range of offenses that were mostly misdemeanors.
In a more serious case, he was accused in a shooting previous year and charged with recklessly endangering safety.
The Milwaukee Journal Sentinel reported that Mr Smith was subsequently accused of pressuring the victim to recant statements that identified him as the gunman and was charged with trying to intimidate a witness.
He said the moment when the officer fired his weapon could not be determined because the audio was delayed.
The clampdown follows two nights of violent unrest in protest following the fatal shooting of a black man by police on the city’s north side.

Almost 40% of Milwaukee’s 600,000 residents are black, and they are heavily concentrated on the north side.
