Minneapolis Officers Involved in Fatal Shooting of Black Man Identified
Clark’s brother, Jamine Robinson, 32, of Rochester, told the AP earlier Tuesday that family members had gone to the hospital Monday evening to take Clark off life support.

The shooting has spurred protests by Black Lives Matter of Minneapolis.
Sprays of chemical irritant mixed with freezing mist in the air outside Minneapolis’ 4th Precinct Wednesday night as police officers attempted to break up the demonstrators who had occupied part of the station since Sunday. She said police have no plans to pull down a few 18 tents or stop protests as long as they are peaceful.
Police spokesman John Elder said that police are withholding the identity of the woman and details about her condition because “it is tied into the officer incident”. Police used a short burst of chemical irritant on protestors.
The officers, who have been placed on paid leave pending the outcome of the investigation, did not have dashboard or body cameras, Evans said at a televised news conference.
Reuters has since reported that the Minnesota Department of Public Safety has released the names of two officers involved in the shooting, Officers Mark Ringgenberg and Dustin Schwarze. The men’s races weren’t released.
Shwarze was an officer in Richfield for nearly six years. The lawsuits were dismissed in both cases.
The Federal Bureau of Investigation also is investigating the case.
According to KARE-TV, Clark was fatally shot by Minneapolis police officers early Sunday morning following a physical altercation.
The two officers involved, who met with state investigators Tuesday night, have said Clark was not handcuffed, a police union official told the Star Tribune, the local newspaper. Police initially said he wasn’t handcuffed, but the BCA said it’s investigating whether Clark was restrained.
But officials with the Bureau of Criminal Apprehension, which is conducting the state investigation into Clark’s killing, have said the entire incident isn’t contained in any of the videos.
On Wednesday, police union president Lieutenant Bob Kroll once again stressed that Clark was not handcuffed when the officers fired. In 2014, seven people died in police shootings, according to the data. The city as a whole is 60 percent white.
“It shows a militarization of the police force in the city of Minneapolis”, Levy-Pounds said. Police arrested 51 people on various minor charges.
Police and a spokeswoman for the Hennepin County Medical Center said they could not comment on the man’s condition.
Franklin, who was black, was being chased by police in a suspected burglary when he broke into a home. “The United States Attorney’s Office for the District of Minnesota and prosecutors with the Department of Justice’s Civil Rights Division will independently review all evidence to determine if Mr. Clark’s death involved any prosecutable violations of federal criminal civil rights statutes”.
Despite rumors that the police were also shooting off rubber bullets, it appears protesters were referring to marking rounds, which were used to identify people suspected of throwing bricks.
“The young man was just laying there; he was not resisting arrest”, barber shop owner Teto Wilson, who witnessed the incident, said in a statement released through the Minneapolis NAACP.
So far there has not been any of the violence other U.S. cities have faced after police shootings like the havoc wrecked in Ferguson, in Missouri, after the death of Michael Brown, an unarmed black teenager.
Dayton said rumors that the National Guard would be called to the scene of ongoing protests at a police station in Minneapolis are false.
Minneapolis police Deputy Chief Medaria Arradondo said the department recognizes past grievances between the African-American community and police and is working hard to build trust.
