Modi calls Pakistan incubator of terrorism
“The time has come for us to stop this global exporter of terror. We are willing to take concrete steps to enhance cooperation in cyber security, de-radicalization and counter terrorism”, Modi said at the ASEAN Summit.

Terming the export of terror a common security threat to the whole region, Modi noted that growing radicalism through the ideology of hatred and spread of extreme violence were the other security threats imminent in the region, according to The Hindu.
Speaking at the East Asia summit in Vientiane on Thursday, Modi projected Pakistan as a risk not just to India but to the global community and called for strongest action against all countries using terrorism as an instrument of state policy.
The direct push to isolate and sanction Pakistan and the care to not escalate tensions with China, while sticking to India’s traditional posture on the South China Sea, reflect a tactical balance the Narendra Modi government is trying to maintain, senior officials told The Telegraph.

Stating that countries have to be mindful of common security challenges, he said India would organise the second East Asia Conference on maritime security and cooperation later this year. On Thursday, Modi steered clear of referring to the tribunal order, while articulating India’s stock posture on the South China Sea – support for the freedom of navigation and overflight, and unimpeded commerce.
The Prime Minister reemphasised India’s steadfast support to ASEAN-centric initiatives such as the Initiative for ASEAN Integration: Narrowing the Development Gap and the Master Plan on ASEAN Connectivity 2025. The 10-member ASEAN includes Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, and Vietnam.
He also invited Asean to be the guest of honour at the International Buddhist Conclave to be held in India in October.

Stating that cooperation in science and technology was a crucial element of India-Asean developmental engagement, he proposed to enhance the Asean-India Fund with an additional grant of $50 million.
