Humphrey, Robertson and the children are last known to have been in the Gallup area.

The Los Angeles County Sheriff’s Department has located the three children whose mother was found dead more than a week ago near a rest stop in Gorman, just off of Highway 138 and Interstate 5.

Those kids were found safe in New Mexico Wednesday, but Los Angeles Sheriff’s detectives worked to figure out what was behind the lengthy trail of possible crimes.

Robertson was arrested about two blocks away; although he had been described as “armed and dangerous” previously, neither he nor Humphrey put up a fight. The toddler’s mother, who’s now in jail, left the girl in Robertson’s care. The hotel guest called the police when they didn’t come back to pick them up.

Mendoza said investigators know of no ongoing conflict between the sisters. He should be considered armed and risky and the public is advised to not approach the suspects if they are spotted but to notify law enforcement, according to the sheriff’s department.

Robertson and Humphrey was each arrested on suspicion of kidnapping, Mendoza said. The children have been listed in law enforcement databases as “Missing Persons at Risk”.

The victim, along with both suspects, were allegedly involved in methamphetamine use. The children are: Joslynn Watkins, Brayden Watkins, and Rylee Watkins.

The father of Harvill’s children, Kenneth Chad Watkins, killed himself by lying in front of a train past year, according to the Fresno County Coroner.

Harvill’s children were in the process of being returned to California, where authorities said it would be determined whether they would be placed with relatives or in state care.

A friend of the victim who lives in Fresno recalled Harvill as a loving mother and good person.

Humphrey and Robertson were living in Lebec, the unincorporated area of Los Angeles County where Harvill was recently staying with her children and where she was killed, Mendoza said.

Infant: Robertson (believed to be this man, in photo taken by Humphrey) was given permission to look after Harper by her mom, a convict. She was identified after sketches of her face and her tattoos were released August 18. “The fact that she’s missing is just as concerning as the fact their mother is dead”.
