Tami Joy Huntsman, 39, will be charged with murder in the deaths, as will Gonzalo Curiel, 17, Monterey County District Attorney Dean Flippo said.

The 9-year-old, who is recovering in a hospital in Northern California, attended Roosevelt Elementary School last year but was transferred out of the Salinas City school district at the beginning of the 2015-16 school year, said Superintendent Martha Martinez.

The two children, who authorities say are 3-year-old Delylah Tara and her brother, Shaun, 6, were victims of “ongoing physical abuse” that began in Salinas and may have continued for some time before their deaths, officials said.

The revelation came just a day after it was revealed that social services made four visits in the past year to Huntsman but decided the children were not at risk.

The Redding Police Department said it has identified two children who were in the pair’s custody and who are missing. McMillin said the teen previously lived at the residence and was related to Huntsman.

The department will be investigating whether there were any “missed opportunities” to uncover wrongdoing, the chief said.

The badly abused and crushed 9-year-old woman who was with Huntsman when she and Gonsalvo have been arrested final week is the older sibling of the 2 lifeless youngsters.

Huntsman and Curiel were arrested and questioned about the girl.

Those two children – Delylah Tara, 3, and Shaun Tara, 6 – are considered missing persons, according to the Redding Police Department.

Flippo and McMillin said that the relationships between Huntsman, Curiel and the children were not yet clear.

The second time, McMillin said, they didn’t see anything that led them to believe there was any abuse or neglect taking place.

Stephen Carlton, district attorney in Shasta County, where the bodies were found, told the Redding Record Searchlight that the autopsies clearly showed the children were killed around Thanksgiving while their family was living in Monterey County.

The complaints, between September 2014 and August this year, involved allegations of poor supervision, improper feeding, lice infestation and dirty household conditions, Mr Robinson said.
