Mayawati said the Akhilesh Yadav government might be feeling a sense of relief following the report, but warned “it would have to face the consequences”. The report, however, said that Srivastava and Joshi had acted as per law, and hence could not be held responsible.

“As far as the Justice Vishnu Sahai Commission report on the Muzaffarnagar riots is considered, it is a well-known fact that this was the most heinous crime in the post-independent India, where over one lakh people were rendered homeless, dozens of people lost their lives, many-many women were raped and children killed”, said Bhadoria.
Bahujan Samaj Party chief Mayawati on Monday took a strong exception of the clean chit given by Justice Vishnu Sahai commission to the UP government in connection with Muzaffarnagar communal riots in 2013. “If it had taken effective action against the accused involved in killing two youths, then violence would not have erupted”, the party’s national secretary Shrikant Sharma said.
The panel said a decision to transfer the then district magistrate, Surendra Singh, and SSP Manjul Saini, on whose orders eight of the 14 people were picked up by police, added to the perception of bias.
“What was the use of the Commission if it can not take action against leaders like Som?”
In most cases of the panchayat local intelligence failed to estimate the turnout of the people. The report was submitted to UP Governor Ram Naik in September 2015, but it was not made public then. The commission has also blamed intelligence failure in the riots.
BJP MLA Sangeet Singh Som, who was booked under National Security Act (NSA) along with another party MLA Suresh Rana for the riots, had already questioned the probe report terming it as “biased report ” and said it was a probe done by the Samajwadi Party.

While the commission was initially asked to submit its report in two months, it was later given several extensions. The commission cross-examined 377 people, including 100 senior officials, during the course of inquiry.
