It will most likely review or change party lines and elect new leaders, said Jeong Joon Hee, a government spokesman for the South, referring to the role of the congress as defined in the charter of the Workers’ Party.

The dictator often makes snap military decisions when he becomes frustrated with U.S. policy towards his impoverished, brutal nation, claims Kenji Fujimoto, who cooked for Jong-un’s dad Kim Jong-il.
Kim, who inherited the leadership of North Korea from his father in 2011, had shown himself to be “irresponsible” and “erratic”, said Obama.
While South Korean experts say it’s unlikely that North Korea now possesses an operational submarine that can fire multiple missiles, they acknowledge that the North is making progress on such technology. That report comes after Pyongyang conducted a series of tests, including a reported nuclear bomb test in January and a long-range rocket in February.
The KCNA report also did not say what exactly would be discussed and determined during the congress.
In a written manifesto, the party’s Politburo stated Kim is following in the footsteps of his father, Kim Jong Il, and biological grandfather Kim Il Sung by strengthening the party and the revolutionary mission of “Juche”, North Korea’s philosophy of self-reliance.
It said this was coming after failure of the first attempt of what the US described as the “fiery, catastrophic”.
The 1980 congress took four days, and South Korea’s Unification Ministry said it expected next week’s gathering to go on for “four or five days”. WPK stands for the Workers’ Party of Korea.
But speaking to CBS news yesterday, US President Barack Obama issued a stern warning to his North Korean counterpart against conducting further nuclear weapon tests.
“We’re going to continue to work closely with the Chinese government, which has more influence with the North Korean government than any other country in the world, and we’re going to continue to make clear that the path that North Korea must choose to rejoin the worldwide community is one that involves them committing to denuclearize the Korean peninsula and come into compliance with their global obligations”, Earnest said.
KCNA Watch, an aggregator of North Korean state news, yesterday published a statement from the North blaming the USA for “wrecking peace and security on the Korean peninsula”.
“We just want them to be partners with us”. Pyongyang has blamed South Korea and the West for the tensions, vehemently objecting to joint U.S.

The remark appears to contradict his earlier suggestion that South Korea and Japan should be allowed to develop their own nuclear weapons for self-defense to reduce America’s burden in protecting its Asian allies.
