Video footage leaked onto social media appeared to show the woman, who was identified in Russian media as Gyulchekhra Bobokulova, dressed in a black abaya and hijab raising the severed head near a metro station while shouting loudly.
A statement from Pavel Astakhov, the commissioner of Russia’s federal child welfare agency, makes no mention of the child’s decapitation, but says there were “signs of a violent death”.
Police in Moscow are carrying out psychiatric tests on a nanny arrested for allegedly beheading a little girl in her care.
Further in the video, the woman is also seen raising the head of the child and the index finger of another hand up in the air.
Investigators said the woman, who was the child’s nanny, appeared to be mentally unstable.
It is now unclear whether the incident is related to extremist motives or if the perpetrator suffers from a mental illness.
The Daily Mail reported that another theory for Bobokulova’s snapping was that she was angered by a Tajik boyfriend who she had met while she worked in Moscow. The child was believed to have been 3 or 4 years old.
Before the woman was arrested she is said to have been heard shouting “My child was killed…I will blow up everyone…I hate democracy”.
Police said Bobokulova set a fire in the apartment after she beheaded the child. He said she had been “kicked to the streets” following a recent divorce.
The incident reportedly occurred when a policeman asked Bobokulova for identification outside of the Oktyabrskoye Polye metro station in northwest Moscow.
A family friend told the MK.ru news website the woman had been “treated like family” by her employers.
