After a half-century of unremitting growth, the European Union has stalled, as was highlighted by June’s shock referendum result in Britain, when it became the first member state to ever decide to leave the constantly expanding bloc. Juncker won polite applause for his speech from the members of parliament, but was savaged by MEP Nigel Farage, leader of the UK Independence Party, which led the push for Brexit.

He said: ‘It is clear that no lessons are going to be learned from Brexit.

He also proposed providing more than $500 billion of investment for small firms by 2020, and to set up a European Solidarity Corps which would see young people volunteer to help in crises including the refugee crisis and the recent natural disaster in Italy.

“We must have a European headquarters and so we should work towards a common military force”, Mr Juncker told the European Parliament.

There are fears the European Union is facing paralysis until Britain decides to move. The commission has also redefined Internet access as a “universal service”.
