The bill is now heading to California Gov. Jerry Brown would allow earlier parole for thousands of California inmates to control overcrowding in state prisons and rein in costs. She said efforts of those concerned with the sentence should be focused on changing the system.

“In Texas, the range of punishment would be a minimum of two years, maximum of 20 years“, she said.
