“We were always confident there was no illegality here, and we appreciate the USA attorney clarifying this for the public record”, Mr. Abramowitz said in a statement. The state Regents have called for $2.4 billion more in school aid.

Cuomo wants to invest more than $2 billion in schools over the next two years – an increase he said is the highest in state history.

In November, the New York State Police had opened a $10m new Mid-Hudson Regional crime lab at the Stewart International Airport. He is also expected to unveil a plan for greater state involvement in helping the homeless in cities. Cuomo did not say how the projects nor the bridge would be paid for.

Although the statement did not list potential targets of the investigation, it did say that they were looking into allegations that Cuomo and some of his staff may have interfered with the work of the Moreland Commission to Investigate Public Corruption.

Following a wave of corruption scandals in the Legislature, Cuomo is calling for tight limits on lawmakers’ outside income.

The Governor has also mandated that NY be coal free by 2020 and operating on 50 percent renewable energy sources by 2030.

Business groups and Republican lawmakers have voiced concerns that such a significant increase would force businesses to raise prices and cut positions.

In his written State of the State message, Cuomo proposed removing the state Canal Corporation from the Thruway’s operations and placing it under the umbrella of the New York Power Authority, which oversees 16 power-generating facilities in the state.

“It is a subsidy for McDonalds…it’s corporate welfare at its worst”, he said, adding enthusiastically, “we can get it done, we won’t stop until we get it done, let them defend McDonalds and the corporate subsidies to the big corporations with your money”.

To boost the economy Cuomo recommends cutting small business tax rates and increasing a tax break given to farms and sole proprietorships.

The city has for years argued that its state aid is significantly and inexplicably lower than other upstate cities with comparable costs and social problems and that it is not fairly compensated by the state for the expenses associated with being the seat of state government. “I’m going to push for major reforms”, Cuomo said.
