New York police commissioners spar over crime stats
The defense comes a week after Kelly first suggested that the NYPD had changed the definition of a shooting to make New York City appear to be safer than it actually is.

Bratton continued to smash Kelly during a Wednesday interview on MSNBC’s “Morning Joe“.
Kelly is now promoting his memoir, “Vigilance: My Life Serving America and Protecting Its Empire City” and has been a frequent critic of current Mayor Bill de Blasio.
BRATTON: Basically, he is engaging in politics. The New York Daily News reported yesterday that his attorneys are seeking $4.6 million in fees from municipal coffers for the case. I stand by my current statistics because they are factual, they are the truth.
New York City Police Commissioner Bill Bratton responds to former NYPD Commissioner Ray Kelly’s claim that he is “cooking the books” on crime stats.
How safe is the city?
According to The New York Times, Kelly elaborated on his point Tuesday: “He said people suffering graze wounds – as well as those injured by flying glass caused by gunfire – were not always recorded as shooting victims; likewise, wounds suffered by an uncooperative victim were now being labeled self-inflicted”.
“It’s incredible what comments you’ll make when selling a book”, Bratton said when asked about the allegations during a press conference.
Several sources alleged during and after Kelly’s tenure as commissioner that the department routinely mucked with crime reports under his leadership.
The Bratton-Kelly conflict has additional layers due to their differing approaches to policing philosophy.
Kelly, who first served as commissioner from 1992 to 1993 under Mayor David Dinkins and later under Mayor Michael Bloomberg from 2002 to 2013, also questioned the number of recorded homicides.
The NYPD issued a statement late last night saying that Kelly’s comments are unsupported by facts and are misleading to the public.

But Dermot Shea, NYPD deputy commissioner for operations, said for at least the last four years, including during Kelly’s administration, the definition of shooting has not changed whatsoever.
