The Holland worldwide has signed a five-year contract, Press Association Sport understands, and Liverpool will pay an initial £23million with a further £2million in conditional add-ons.
Wijnaldum scored 11 goals in 38 league appearances in his first season in England, but is leaving Newcastle following relegation from the Premier League.
Klopp seems equally excited about the move and said over the weekend that Wijnaldum can be a “great player” for the club.
“It was straight after the conversation I had with Jurgen Klopp that I had the feeling that I wanted to come to Liverpool”, he said. I know that, everybody knows that but the feelings have to match.
‘He showed how good he is at [Borussia] Dortmund with all the success he had.
“There was interest from Everton but Liverpool had more interest”.
Liverpool boss Jurgen Klopp has warned both his new and existing players not to get too big for their boots ahead of the start of the new season of the Premier League.
“The Dutch global midfielder joined the Magpies in July 2015 from PSV Eindhoven and made 40 appearances, scoring 11 goals, during his time on Tyneside”.
“(But) I always love to watch him, his passion as a trainer, I like how he enjoys the game. “The biggest thing he said was that he wanted to keep me for Newcastle”.
“Liverpool Football Club have today completed the signing of Netherlands worldwide Georginio Wijnaldum from Newcastle United”, a statement read on the Reds’ official site.
Former midfielder and Ireland’s “next big thing” for a time Richie Partridge, now a physio with Liverpool’s under-21s, was also given a run out.
“In that conversation he made me feel really good”, Wijnaldum said to the Echo.

Jurgen Klopp will be hoping for more of the same from the Dutch ace as the Reds look to improve on last season’s top four finish.
