Newly released emails reveal coordination after teen’s death

Emanuel ended his Cuba vacation early this week to deal with fallout from the police shooting to death a 55-year-old mother and a 19-year-old college student, whom relatives said had suffered from mental issues.

TCU QB Boykin suspended for bowl after altercation, arrest

The Japanese government’s .1 million in reparations would go toward creating a foundation to support surviving comfort women. That was denied, however, by an unnamed South Korean official quoted by South Korea’s Yonhap news agency.

The video shows Officer Jason Van Dyke firing at McDonald 16 times for at least 15 seconds, even after the black teen falls to the ground.

Van Dyke, who is white, is the first Chicago police officer to be charged with murder for an on-duty fatality in more than 30 years.

“Just because you train that you can use force, doesn’t mean that you should”, Emanuel noted.

Emanuel also is expected to announce new training for the department that will emphasize teaching officers to try to de-escalate conflicts rather than to see every confrontation as a “shoot or don’t shoot” situation.

LeGrier and Jones were shot and killed by police early Saturday after officers responded to a report of a domestic disturbance.

Many of Emanuel’s opponents criticize the mayor, who is a close friend and former colleague of U.S. President Barack Obama, for only acting when a crisis erupts and not working to end decades of police abuse in the city. “And helping officers (make) that distinction – and the training that goes with it – is essential”.

Police have not said whether responding officers were equipped with a Taser during last weekend’s police shooting.

Police department spokesman Anthony Guglielmi declined to comment, referring questions to IPRA.

Over the weekend, Chicago police shot dead Quintonio LeGrier, 19, and Bettie Jones, 55, further incensing activists across the nation decrying what they call the violent and discriminatory policing of communities of colour in Chicago and across the United States.

Van Dyke shot 17-year-old Laquan McDonald 16 times in October 2014. Police have said McDonald had a knife.

The city’s release of the video last month, following a judicial order, touched off nationwide protests against unjustified police shootings and revealed how much official accounts of the circumstances that led to McDonald’s death differed from actual events. The Cleveland Police Department has also been heavily criticized for the shooting death of 12-year-old Tamir Rice last November.
