North Carolina governor declares state of emergency

Scott, 43, was killed Tuesday while police were serving a warrant at The Village at College Downs apartment complex on Old Concord Road.
It was the second night of unrest in North Carolina’s largest city and one of the biggest US financial centers.
Pat McCrory declared a state of emergency late Wednesday night, as violent protests against the police shooting of Keith Lamont Scott continued to rock Charlotte for a second night.
The Federal Justice Department is still determining whether or not they will open an investigation into Scott’s death.
Scott was shot after exiting his auto holding a weapon following officers’ continual requests for him to drop the firearm.
The woman did not respond to Facebook messages, and her claims could not immediately be verified by The Associated Press. People are then told to back up from the scene.
The unrest that erupted in recent years in places such as Baltimore, Milwaukee and Ferguson, Missouri, had largely bypassed Charlotte – until now. With a jury in deadlock, the charge was dropped in 2015.
Protesters confront bicycle officers as anger built in the city. Police fired flash grenades and tear gas to repel the crowds. Several cars made it through, dodging people.
Wednesday’s protest started as a downtown prayer vigil, but an angry group left the peaceful event and marched through downtown Charlotte. Four police officers suffered non-life-threatening injuries, city officials said.
He said the video supports the police account of what happened, but does not definitively show Scott pointing a gun at officers. But officials say he was holding a gun and did not comply with orders to drop the weapon.
CMPD said Scott got out, had a gun on him, and put the officers in imminent danger.
Numerous protesters dispute the official account of Mr Scott’s death. No book was found, Putney said.
Charlotte Mayor Jennifer Roberts said that the city was considering the introduction of a curfew to get a grip on the violence – an idea rejected by Police Chief Putney. City officials say police did not fire the shot.
