North Korea flood death toll rises to 133 with 395 missing

The North’s latest nuclear test was the most powerful to date and its claim to have used “standardized” warheads sparked worries it was making headway in its push to develop small and sophisticated warheads to be topped on missiles.

People in the area are suffering “great hardship”, according to North Korean state media.

Punggye-ri, near the northeastern coast, is the site of all five of the North’s nuclear explosions.

While North Korea’s nuclear development is advancing, its capabilities to deliver an intercontinental ballistic missile (ICBM) to Canada or to the United States isn’t quite there yet.

Speaking in the South Korean capital on Tuesday, Sung Kim, the US envoy on North Korea, added that the United States remained open to authentic, meaningful dialogue with Pyongyang on ending its pursuit of nuclear weapons.

Al Jazeera’s Harry Fawcett, reporting from Seoul, said it was already unprecedented that the North would carry out two tests in one year.

South Korea does not have nuclear weapons and relies on the U.S.

On Jan. 10, four days after the North conducted its fourth nuclear test, the USA sent a B-52 Stratofortress strategic bomber to the skies above the same air base as a show of force.

The flyover, meanwhile, was originally scheduled on Monday but postponed due to “inclement weather conditions” in Guam, the USFK said.

The bombers, capable of carrying the largest payload of both guided and unguided weapons among US Air Force aircraft, were escorted by South Korean and US fighter jets as they conducted the low speed flight over Osan. “The United States has an unshakable commitment to defend allies in the region and will take necessary steps to do so, including operations like this one today, and the deployment of the Terminal High Altitude Air Defense (THAAD) battery to the Korean Peninsula”, USFK Commander Gen. Vincent K. Brooks told reporters at Osan air base.

North Korea is mobilizing to deal with a disastrous flood that killed more than 130 people, destroyed tens of thousands of homes and crippled infrastructure in its northern-most province.

“The only thing that [the] Kim Jong Un regime can gain from the nuclear tests is stronger sanctions from the global community and its isolation”, she said in a statement. The United States, Britain and France pushed for the 15-member body to impose new sanctions.

Russian Foreign Minister Sergei Lavrov said on Saturday a “creative” response was needed.

“We have seen the twists and turns in the situation on the Korean Peninsula since the six-party talks have stalled”, Hua said, noting that it proves that simple sanctions can not solve the issue.

As a permanent member of the UN Security Council and a close neighbor of the DPRK, China has made unremitting efforts to maintain peace and stability on the Korean Peninsula and safeguard the worldwide nuclear non-proliferation regime, Hua said.
