The speech included typical bombastic rhetoric widely seen by experts as meant to perpetuate a siege mentality among North Koreans to bolster support for the leadership. Some analysts attribute the frequency of such fatal accidents to the poor system of traffic signals in Pyongyang, as well as the tendency of the vehicles carrying high-ranking officials to disregard those signals and to exceed the speed limit.
