“It’s inexcusable to shoot a 12-year-old and not be held accountable”, said Sonya Patrick, organizer for the Black Lives Matter demonstration.

Kasich warned against outsiders entering Cleveland to cause trouble.

The shooting of Rice was one of several incidents nationwide that have fuelled scrutiny of the use of excessive force by police, particularly against minorities.

The decision has prompted outrage on social media and a massive protest in New York City on Monday night, as well as a smaller protest in Cleveland.

“It’s not a black or white issue, it’s a wrong or right issue”, activist Basheer Jones stated.
