The council meeting was not open for public comment, said University history professor and Falcon Heights resident Sarah Chambers, who attended the meeting on Friday.
However, the recording did include Castile’s license plate number and the exact location where the shooting took place, so there is little doubt it is legit.
Sterling’s shooting was caught on cellphone video by an anti-violence group.
St. Paul police made one arrest after bottles and rocks were thrown by a rogue group of protesters who broke away from a peaceful demonstration outside the governor’s residence in the aftermath of a fatal police shooting.
The St. Anthony Police Department, which employs the officer who shot Castile, did not participate in the study.
Lavish Reynolds, posted the video from inside of a auto right after a police officer shot her boyfriend, who has been identified by family as 32-year-old Philando Castile.
Castile was shot during a traffic stop involving a broken taillight on Wednesday.
Yanez’ attorney Thomas Kelly spoke to WCCO via phone Saturday. “This had nothing to do with race”.
“This has nothing to do with race, and everything to do with the presence of a gun”, Kelly said.
“I wanted it to go viral so the people could see” what happened, she said, explaining why she did that during such a stressful time.
Castile informed the officer he was a concealed weapons permit holder and that he was legally carrying a gun.
“They’re not getting any kind of the benefit of the doubt”, Smith said.
Authorities say that during the traffic stop, Yanez approached Castile’s auto from the driver’s side and another officer, Joseph Kauser, approached from the passenger side.
Kauser (left), who is married, has served with the St Anthony Police Department for four years. “This man had the well-earned respect of his colleagues, ” Kelly said. He and Kauser were classmates.
She said she was held until 5 a.m. and was “treated like a prisoner”.
“This has all been very impactful on his life”, he said. “Never once did I see behavior that would ever cause me to question their ethics”.
Yanez was a member of an organization for Latino police officers, the New York Times reports. No one should be shot in Minnesota for a tail light being out of function.
“The use of deadly force here was necessitated by the actions of the driver of the vehicle”, Mr Kelly said.
Dobratz said he respects the right of people to peacefully protest.
A county prosecutor investigating the police shooting of a black motorist in Minnesota on Friday said law enforcement authorities in his state and nationwide must improve practices and procedures to prevent future such tragedies, regardless of the outcome of his probe.
Reynolds’ almost 10-minute-long video of her interactions with the authorities gained national attention after Facebook users shared it on Wednesday night.
A clearly distraught person who appears to be a police officer stands at the car’s window, tells her to keep her hands up and says: “I told him not to reach for it”.
“[Castile] told him he was licensed to carry and that he had his gun on him and then he started shooting”.
