Obama prepares to use executive powers on gun control
A White House spokesman said Mr Obama was aware that Congress was unlikely to take legislative action to reform gun laws as he has demanded.

He asks for those who “care about this” to help him stand up to the gun lobby.
“Three years ago, a bipartisan, commonsense bill would have required background checks for virtually everyone who buys a gun”, he said in the address.
“That’s very true for one piece of unfinished enterprise, that is our epidemic of gun violence”, Obama stated in his weekly tackle.
“I can’t sit around and do nothing”, he says in the address.
The president met in November with Mr. Bloomberg and John Feinblatt, president of Everytown, to discuss potential executive actions Mr. Obama could pursue.
One group, the Michael Bloomberg-helmed Everytown for Gun Safety, has provided recommendations to the White House that include creating a test for assessing who must become licensed to continue selling guns.
A member of a gun control group familiar with White House efforts told AP news agency Mr Obama’s order would set a “reasonable threshold” for when sellers must seek background checks.
His calls grew louder after the 2012 massacre at an elementary school in Newtown, Connecticut, and again after mass shootings in Colorado Springs, Colorado, and San Bernardino, California, in recent months. “Our focus should be on the consistent causes of these acts – mental illnesses and terrorism – rather than infringing on law-abiding Americans’ constitutional rights”. Steps to strengthen background checks could come within a week. And they have questioned whether Mr. Obama has the legal authority to act unilaterally. This re-definition could result in requiring private gun sellers to obtain a Federal Firearms License (FFL) and perform background checks on every sale, even if they only sell guns as a hobby occasionally.
It is unclear how many possible deals any change in the rule would affect, since these activities are not formally tracked.
“Politico previously reported that the two key components of the executive orders will be “[tightening] the definition of what it means to be involved in gun sales” and the addition of new reporting requirements for licensed gun dealers. Instead, he said the administration wants Congress to pass legislation barring any suspected terrorist from being allowed to purchase a gun in the United States.
“I get letters from responsible gun owners who grieve with us every time these tragedies happen”, he said.
The National Rifle Association has already launched a video series attacking gun control activists.
“The fact is, the President’s gun control agenda will only make it harder for law-abiding citizens to exercise their right to self-defense”, NRA spokeswoman Jennifer Baker.

But Arkadi Gerney, a senior fellow at the liberal think tank Center for American Progress, said in an email Thursday it was “extremely encouraging that the president appears poised” to enhance the enforcement of existing gun laws given congressional resistance to such measures.
