Obama’s SCOTUS pick is ‘plausibly confirmable’ nominee, expert says

Garland is chief judge for the U.S. Court of Appeals for the District of Columbia Circuit, considered just a step below the Supreme Court in its clout because of its jurisdiction over administration policy. The Senate’s role is to confirm the nomination. Appointed to the Supreme Court in 1986 by President Ronald Reagan, Justice Scalia steadfastly defended the right of elected lawmakers to enact laws that protect unborn children and their mothers, and he often criticized the judicially manufactured barriers that limited such legislative efforts.
